About the Author
Madan Mohan Upadhyay, I.A.S. did his Masters in Chemistry from the St. Stephen's College, Delhi University and belongs to the 1981 batch of the Indian Administrative Service. He super annuated from the post equivalent to the Chief Secretary of the state. He has rich experience of working with the government at important positions like Principal Advisor Institute of good governance, Additional Chief Secretary, Divisional Commissioner, Managing Director and Collector of several districts among significant assignments. Mr Upadhyay was nominated for the Padma Shri in the year 2004. He is recipient of the Krishi Karman Award, the highest award in the country in agriculture production, from the President of India for leading the state in agriculture production for two consecutive years. He won the Commonwealth Award for Public Administration and Management (CAPAM ) in 2008 in Barbados for innovations in public services . He is also an alumnus of the Harvard University.
